Social issues associated with this IT development: Many people have to learn how to use QWERTY keyboards using tutorials and it may not be that efficient or productive when first learning how to use it.  The article describes this as HUNT-and-PECK.

Stakeholders of the QWERTY keyboard can be the CES, an individual associated with it can be John Parkinson, who wishes to change the keyboard,  and anybody who uses a QWERTY keyboard.

Alternative ethical decisions: " by splitting the alphabet into two groups, the letters wind up being placed more efficiently, he said. It puts punctuation and other keys in the center, potentially making them easier to reach."

Consequence of this decision, people may have to adapt to this new way of 'keyboardning' and also may not be happy with a change after  the 62 years of the QWERTY  keyboard.
